Dan has the ability to completely negate the abilities of any mutant who comes within a few meters of his body. The physical range of his powers is small (basically average-room-sized). Right now he cannot control this ability at all - he can't direct it in any way, nor can he turn it on or off. It is always on, always isotropic, and it will affect all mutants within his range simultaneously. With time, he will be able to learn to direct it and shrink its range, in order to retain some control over the people his power specifically affects.
Within Dan's sphere of influence, mental/psionic and energy-based mutations disappear completely and are unable to be used. At the present time, physical mutations don't disappear, but they become useless. In the future when he has more control, if a mutant with physical powers is subjected to long periods of time under Dan's influence they may lose their physical mutation as well (at least until they are free from Dan's power again). In the future, Dan will also develop the ability to sporadically and very weakly manifest a specific mutation as he's leeching it. (Reference here.)
Dan also looks physically different, and has since birth: he has pale green skin and white, pupil-less eyes. He's on the short and skinny side for his age, though much of it is just natural slimness; he does pushups and situps every day and while he's not heavily muscled, he is a bit stronger than he looks. Despite his greatest efforts, however, his face and body look young, and it's easy to mistake him for a year or two younger than he actually is, especially because his eyes don't reflect much about him.
